DIPLOMATIC CLEARANCE
for foreign aircraft and warship entering Ukrainian airspace/waters
and for bringing in firearms to Ukraine



Requirements for requesting diplomatic clearance for a foreign aircraft overflying and landing in the territory of Ukraine

The request for diplomatic clearance for a foreign aircraft overflying and landing in the territory of Ukraine should have a necessary format. The request should be submitted to the Directorate of Consular Service of the Ministry of Foreign Affairs of Ukraine in form of a diplomatic note and must provide a minimum of five working days notification.

Content of aircraft clearance request:

a) state of registration of the aircraft;
b) name and address of the aircraft operator;
c) name of the aircraft owner,
d) type of the aircraft, maximum takeoff weight (MTOW), radio call sign, flight number;
e) first airport of departure (including date and time of departure); date and time of departure from the last airport prior to entering airspace of Ukraine;
f) point of entry into Ukrainian airspace and flight route to the first international airport in Ukraine;
g) international airport of the first landing in Ukraine, estimated time of arrival;
h) date of the flight, time of arrival/departure to/from a Ukrainian airport, flight route in Ukrainian airspace;
i) place, date and estimated time of departure from an international airport in Ukraine;
k) flight route in Ukrainian airspace, point of exit from Ukrainian airspace;
l) destination airport; date and time of landing (place, date and time of landing in the first airport beyond the borders of Ukraine);
m) purpose of flight, number of passengers, status of passengers, receiving side (address, phone number/s), nature of cargo, consignee (address, phone number/s), form of payment for cargo handling;
n) armament, photo and other military equipment aboard;
o) additional information;
p) signature of the applicant, contact phone number.

Note: Codes of airports should be given in accordance with ICAO requirements and the whole time of flight marked in UTC.

The following additional information should be provided for flights with heads of state or government aboard: name of the captain of the flight; estimated enroute echelon, cruising speed; contact points; echelon and time of arriving at them (from the point of entry into Ukrainian airspace to landing); dispersal fields.

Note: The validity of a diplomatic clearance for entry to/exit from Ukraine shall not exceed 48 hours since the intended departure time.

The registration number of a diplomatic clearance should be specified in line 18 FPL .

In case of a delay of a flight's departure or its postponement the charterer should notify the Directorate of Consular Service of the MFA of Ukraine about changers in compliance with ICAO requirements 4444-RAC/501 .

Diplomatic clearance for a flight in the airspace of Ukraine as well as the 48 hours period shall be annulled, if no information about changers was submitted as aforesaid.

It is mandatory for every flight entering Ukrainian airspace to make the first landing in an international airport of Ukraine.

For the foreign flights bound for a Ukrainian domestic airport, which does not have an international status, it is mandatory to make the first landing in a Ukrainian international airport, take a navigating officer aboard and then proceed with the flight.


Requirements for requesting diplomatic clearance for a foreign transit aircraft overflying the territory of Ukraine

The request for diplomatic clearance for a foreign transit aircraft overflying the territory of Ukraine should have a necessary format. The request has to be submitted to the Directorate of Consular Service of the Ministry of Foreign Affairs of Ukraine in form of a diplomatic note and must provide a minimum of five working days notification.

The information in the note should be given in the order as follows:

a) state of registration of the aircraft;
b) name and address of the aircraft operator;
c) name of the aircraft owner or charterer;
d) number of the flight;
e) type of the aircraft, maximum takeoff weight (MTOW) of the aircraft, radio call sign;
f) date of the flight;
g) first airport of departure (including date and time of departure); date and time of departure from the last airport prior to entering airspace of Ukraine (if the flight route envisages landing in another airport prior to entering Ukrainian airspace);
h) point and time of entry into/exit from Ukrainian airspace;
i) flight route in Ukrainian airspace;
k) destination airport, date and time of arrival (place, date and time of landing in the first airport beyond the borders of Ukraine);
l) purpose of the flight, nature of cargo;
m) photo and other military equipment aboard;
n) RMK. Additional information;
o) signature of the applicant.

Note: Codes of airports should be given in accordance with ICAO requirements and the whole time of flight marked in UTC.


Requirements for requesting diplomatic clearance for a foreign warship entering Ukrainian waters

According to the legislation of Ukraine in force, the diplomatic clearance for a foreign warship to enter Ukrainian waters should be submitted through the diplomatic channels not later than 30 days before the intended call. For timely processing of requests of foreign diplomatic missions in Ukraine, the Ministry of Foreign Affairs of Ukraine has established the term for submitting requests that should not be less than 45 days before the intended call.

The request is to be sent to the Directorate of Consular Service of the Ministry of Foreign Affairs of Ukraine in form of an official note of a foreign diplomatic mission to Ukraine and contain the information as follows:

  • date, purpose and the port of call;
  • name, type and technical characteristics of the warship;
  • captain and the complement;
  • radio call sign and logistic support.

The order of bringing in fire-arms into Ukraine by a foreign state's security officers and the bodyguards of foreign heads of state and official delegations (under the laws of Ukraine in force)

Only shotguns, revolvers and cartridges to them can be brought into Ukraine by foreign security officers and bodyguards for the purpose of providing security for the foreign heads of state and members of official delegations visiting Ukraine.

Automatic firearms, explosives and weapons with kill capacity based upon electric energy, nuclear radiation, biological and chemical factors intended for the above purposes, are not allowed to be brought into Ukraine.

Notification concerning the date and time of arrival of a foreign head of state or official delegation, border check points, duration of visit, number of bodyguards, number and types of weapons, weapons' identification numbers, ammo gauge and number of cartridges as well as proposals as to import of the aforementioned weapons with regard to the program of visit should be provided to the Ministry of Foreign Affairs of Ukraine in form of a verbal note five days in advance but no later than 72 hours prior to arrival.
